The Convention, in several articles, emphasizes the need to involve communities, groups and individuals in all actions developed to safeguard intangible cultural heritage. NGOs, often representing these communities, groups and individuals, are also mentioned in the Convention, and it foresees a mechanism to accredit them in order to advise the Intergovernmental Committee. However, NGOs are very diverse in terms of its size, its organization, its activity, its territory, etc. This enormous diversity is reflected in the composition of the Forum, and makes it difficult to establish general common lines on which should be the role of NGOs in relation to the Convention.
