The Convention, in several articles, emphasizes the need to involve communities, groups and individuals in all actions developed to safeguard intangible cultural heritage. NGOs, often representing these communities, groups and individuals, are also mentioned in the Convention, and it foresees a mechanism to accredit them in order to advise the Intergovernmental Committee. However, NGOs are very diverse in terms of its size, its organization, its activity, its territory, etc. This enormous diversity is reflected in the composition of the Forum, and makes it difficult to establish general common lines on which should be the role of NGOs in relation to the Convention.

On these and some of the other questions in this section I am somewhat hesitant because if we all agree on this, next time it might be presented to us as an obligation. I rather like question 6: Each accredited NGOs must decide their level of involvement in the implementation of the Convention.2. Accredited NGOs should promote the inventory of intangible cultural heritage.
És interessant la cooperació conjunta amb administració, entesos i comunitats per promoure d'una manera ajustada al que diu la Convenció i una entesa transversal amb aquesta finalitat.3. NGOs can do so, but as well that can play other roles complementary to the actions of the State... This can not be generally stated or decided.6. The Forum should represent the accredited NGOs in the meetings of the Intergovernmental Committee and the General Assembly.9.
