The Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, in its 2014 session, aproved the establishment of a Consultative Body for the evaluation of nominations for inscription on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding and on the Representative List of the Intangible Cultural Heritage of Humanity, of proposed programmes, projects and activities that best reflect the principles and objectives of the Convention and of international assistance requests greater than US$25,000. This Body is composed of twelve members appointed by the Committee: six experts qualified in the various fields of the intangible cultural heritage representatives of States Parties non-Members of the Committee and six accredited non-governmental organizations, taking into consideration equitable geographical representation and various domains of intangible cultural heritage.
Given that this Body directly involves the accredited NGOs, the question on whether the NGO Forum should participate in some way in the choice of NGOs that will be part of the Consultative Body, arises.

1. The Forum will prepare and submit a proposal to the Committee in order to participate in the election of NGOs that will be part of the Consultative Body.

This is a tricky subject. NGO's are now put forward by the different regions and then elected by the Intergovernmental Committee. A more official role of the ICH-NGO Forum should be discussed but it not in our best interest to make a proposal as a Forum. A proposal for one NGO or the other can lead to discord within the Forum and this should be avoided. A more neutral role of the Forum in this respect is in my view advisable.

No pot ser que el Comité, des de les propostes unilaterals de les zones electorals presentin una representació sense la participació del Fòrum d'ONG. Ara bé, és fa del tot necessari que el Fòrum tingui una estructura molt més reconeguda.2. 5. Analizar la medidas de salvaguarda y sus implicaciones con mayor profundidad. Tomar como casos de ejemplo las mejores prácticas registradas ante UNESCO para entender el proceso de integración, las resistencias y efectos durante este proceso; así como los beneficios y retos que enfrentan después de su reconocimiento.

We focus on five topics: 1. Intellectual property, collective rights and protection mechanisms 2. Diaspora, migration and adaptation of expressions and elements of ICH in new geographical and cultural contexts. 3. Education and transmission of knowledge, skills and techniques 4. Sustainable use of raw materials in order to reproduce expressions and other ICH elements 5. Deeply analyze the safeguard measurements and its implications. In order to do so, we will take some cases registered in UNESCO as the example of best practices, to better understand the process of integration, the resistance and the impact during this process; as well as the benefits and challenges they face after its recognition.

L'acreditació de l'UNESCO dona més respete a la ferina de salvaguarda en la societat civil a la qual pertany l'ONG?. Això voldria dir que és una bona manera per treballar en la creació de capacitats, ja que posa de manifest els esforços també de la societat civil. De la mateixa manera donaria solidesa a l'ONG davant de l'administració.

El paper de les ONG en pro del PCI i la Convenció hauria de ser reconegut, en tant que ONG acreditada, com a llei per part de l'estat.
